States that something does not stop at one range, place or level but spreads to a wider one. The second clause typically contains 〜まで／〜にも／〜全体に and names the broader scope, so it often takes nouns of area or category (国内, 若者, 一部). It is a formal written expression common in news and essays; compared with 〜だけでなく it stresses expansion beyond an expected boundary.
