〜を余儀なくさせる

The subject is an impersonal cause (a typhoon, an illness, the economy) that compels an unwanted outcome such as 中止・撤退・変更. Use 〜を余儀なくさせる when you want the cause as subject, and 〜を余儀なくされる when the person affected is the subject. Strictly formal written style, typical of news reports and official documents.
