〜と言う／〜と言っていた

と marks reported speech. With 「」 the words are quoted directly; without them the clause is in plain form and the report is indirect. 〜と言っていた is the normal way to pass on what a specific person said earlier, while 〜と言った simply states the act of saying; 〜そうです (hearsay) is used when the source is vaguer.

• 田中さんは「また来ます」と言いました。

  たなかさんは「また きます」と いいました。

  Mr. Tanaka said, "I'll come again."

• 母は体の調子が悪いと言っていた。

  ははは からだの ちょうしが わるいと いって いた。

  My mother said she wasn't feeling well.

• 部長は会議が三時に始まると言っていましたよ。

  ぶちょうは かいぎが さんじに はじまると いって いましたよ。

  The department head said the meeting starts at three.
