〜とは限らない

Used to deny that something is always true, admitting exceptions to a general belief. It is often paired with 必ずしも, からといって or だからといって at the front of the sentence. Compared with 〜わけではない (denying one particular inference), 〜とは限らない specifically rejects the idea of "always/in every case"; it is common in writing and careful discussion.

• 高い物がいい物だとは限らない。

  たかいものがいいものだとはかぎらない。

  Expensive things aren't necessarily good things.

• 日本人がみんな漢字を知っているとは限りません。

  にほんじんがみんなかんじをしっているとはかぎりません。

  Not all Japanese people necessarily know every kanji.

• 努力したからといって、必ずしも成功するとは限らない。

  どりょくしたからといって、かならずしもせいこうするとはかぎらない。

  Just because you work hard doesn't mean you will necessarily succeed.
