〜をめぐって

Introduces a topic that several people argue, debate, compete or clash over. It almost always appears with verbs of conflict or discussion (争う, 対立する, 議論する, 意見が分かれる) and is common in news and formal writing. Unlike 〜について, which is neutral 'about', 〜をめぐって implies multiple parties with differing positions.

• 新しい規則をめぐって、学生たちが議論している。

  あたらしいきそくをめぐって、がくせいたちがぎろんしている。

  The students are arguing over the new rules.

• 土地の権利をめぐって、二つの村が争っている。

  とちのけんりをめぐって、ふたつのむらがあらそっている。

  Two villages are in dispute over the land rights.

• 大臣の発言をめぐる問題が大きく報道された。

  だいじんのはつげんをめぐるもんだいがおおきくほうどうされた。

  The controversy over the minister's remark was widely reported.
