〜に基づいて／〜をもとに

Both indicate the foundation or source material for an action. 〜に基づいて stresses acting in strict accordance with a rule, law, data or principle, and is stiff and formal. 〜をもとに stresses using something as raw material or a starting point from which something new is created (a novel from a true story, a design from a sketch), so the result may depart from the original. Neither is used for a simple cause.

• この映画は実際の事件をもとに作られた。

  このえいがはじっさいのじけんをもとにつくられた。

  This film was made based on a real incident.

• 調査の結果に基づいて、新しい計画を立てます。

  ちょうさのけっかにもとづいて、あたらしいけいかくをたてます。

  We will draw up a new plan based on the survey results.

• 法律に基づき、適切な処分を行った。

  ほうりつにもとづき、てきせつなしょぶんをおこなった。

  We took appropriate disciplinary action in accordance with the law.
