〜ないことには

States a necessary condition: unless the first thing is done or is true, the result in the main clause is impossible. The main clause is almost always negative (〜ない・〜られない・わからない). Compared with 〜なければならない, this focuses not on obligation but on the impossibility of going further without that step.

• 食べてみないことには、おいしいかどうかわからない。

  たべてみないことには、おいしいかどうかわからない。

  Unless you try it, you can't tell whether it's good.

• 部長に聞いてみないことには、返事ができません。

  ぶちょうにきいてみないことには、へんじができません。

  I can't give you an answer unless I check with the manager.

• 体が丈夫でないことには、この仕事は続けられない。

  からだがじょうぶでないことには、このしごとはつづけられない。

  You can't keep doing this job unless you're physically strong.
