〜といっても過言ではない

Used to make a strong claim while softening it, as if to say 'this may sound extreme, but it's true'. It belongs to formal written Japanese, essays, speeches and news commentary. The preceding statement is normally something striking or superlative; a bland statement sounds odd with it.

• 彼は日本一の選手だといっても過言ではない。

  かれはにほんいちのせんしゅだといってもかごんではない。

  It's no exaggeration to call him the best athlete in Japan.

• 水は命そのものだといっても過言ではないだろう。

  みずはいのちそのものだといってもかごんではないだろう。

  It would be no exaggeration to say that water is life itself.

• この発明が世界を変えたといっても過言ではない。

  このはつめいがせかいをかえたといってもかごんではない。

  It's no overstatement to say this invention changed the world.
