〜に向けて／〜に向かって

Both express direction toward a place, person, time or goal. 〜に向かって emphasises physically or attitudinally facing something (壁に向かって, 先生に向かって), while 〜に向けて emphasises an aim or destination one is working toward, so it is the natural choice with goals and deadlines (試験に向けて準備する, 世界に向けて発信する). With a target date, 〜に向けて is used; 〜に向かって would sound odd there.

• 船は南に向かって進んでいる。

  ふねはみなみにむかってすすんでいる。

  The ship is heading south.

• 来月の試験に向けて、毎日三時間勉強している。

  らいげつのしけんにむけて、まいにちさんじかんべんきょうしている。

  I'm studying three hours a day for next month's exam.

• 市は問題の解決に向けて、専門家の意見を集めている。

  しはもんだいのかいけつにむけて、せんもんかのいけんをあつめている。

  The city is collecting expert opinions with a view to solving the problem.
