〜を前提に

States the condition or assumption that something else is built on: the following action is carried out taking ~ as a given. It is formal, common in business, legal and academic contexts (契約、結婚、採用 etc.). To use a clause instead of a noun, nominalise it with こと: 参加することを前提に. Compare 〜をもとに (based on existing material/data), which is about source rather than assumption.

• 二人は結婚を前提に付き合っている。

  ふたりはけっこんをぜんていにつきあっている。

  The two are dating with marriage in mind.

• この計画は予算が増えることを前提に立てられている。

  このけいかくはよさんがふえることをぜんていにたてられている。

  This plan is drawn up on the assumption that the budget will increase.

• データを公開することを前提として、調査を行った。

  データをこうかいすることをぜんていとして、ちょうさをおこなった。

  We conducted the survey on the premise that the data would be made public.
