〜いかんによらず／〜いかんでは

いかん means 'how things are'. 〜いかんによらず（にかかわらず・を問わず）means the result is the same no matter how that matter turns out, while 〜いかんでは（によっては）means the outcome varies depending on it. Highly formal written language: notices, regulations, business documents, news. The noun before it is often の-linked (結果のいかんでは) and the phrase is rare in conversation.
