〜を控えて

Says that an important event is near at hand, and describes the situation or preparations in that period. Used with nouns like 試験・出発・結婚・選挙, often with a time expression before it (三日後に出発を控えて). Slightly formal, frequent in news and written reports. 〜を控えた + noun is also common; the same verb 控える can mean 'refrain', so judge from context.

• 試験を控えて、毎日図書館に通っている。

  しけんをひかえて、まいにちとしょかんにかよっている。

  With exams coming up, I go to the library every day.

• 出発を三日後に控え、荷造りに追われている。

  しゅっぱつをみっかごにひかえ、にづくりにおわれている。

  With departure three days away, I'm busy packing.

• 選挙を控えた町は、朝から騒がしい。

  せんきょをひかえたまちは、あさからさわがしい。

  The town, with the election just ahead, has been noisy since morning.
